Is it illegal to perform in public?

In Fells Point, Baltimore, MD, there is a courtyard in the center of town where all the fairs and festivals are held. It is a public park, so can I practice my street magic there, or do I need special permission from the city or something? Its not like im harring people, so I dont know what I could in trouble for.
