What mental dissability could this be?

I have a cousin with a mental dissability..she is 23 but acts more like a 7 year old...loves her celebrity gossip and crushes on zac efron..she is adorable and I love her to death but just curious on what something like this could be called...its not down syndrom or anything, she looks normal and acts normal except of a different age.
