Is propane a fuel that releases CO2 when burned & therfore subject to the Cap & Trade tax; inflating Bar-B-Que?

Guys, all CO2 emissions will fall under this bill. That will include propane, that many consider a fossil fuel and charcoal. I use both Charcoal and natural gas.
