How do you Start an Amateur Roller Derby Team?

I live in Eastgate, Ohio and I want to Start a Roller Derby team to play next season. I know that gives us a good 10 months to prepare. I would love to know what the rules and regulations are for starting a team, Also if anyone is INTERESTED!!!
