Is Cebu Pacific strict with their 15 kg baggage allowance?

I am going back to Manila coming from Ho Chi Minh city via cebu pac, I weighed my bag in a digital top loading balance and says 15.39 kgs. Am I going to be charged with excess baggage fee already?
